California State and local government offices are designed to facilitate business and trade, specifically for state-based companies. These agencies, too, can be very helpful for exporters, for expansion and start-up. Many services are free or subsidized. Like their federal counterparts, resources are limited and care should be exercised in selecting agencies whose mandates are relevant and appropriate to the exporter.

The organization specializes in one-on-one international business consulting. Importing and export assistance services include business consulting, market research, trade leads, workshops and seminars on a variety of international topics. One-on-one consulting services are free of charge. Workshops and seminars are often free, but there may be a minimal charge for cost recovery. In addition Butte College (CITD) is a California-Mexico Trade Assistance Center (CMTAC).

The California-Mexico Trade Assistance Centers operate conveniently located offices throughout California. The goal of each center is to develop awareness of the benefits and opportunities of conducting business in Mexico. The California Energy Commission is a state energy regulation and technology promotion agency. The international program promotes energy technology exports. A quarter of their time is devoted to the International Energy Fund, a pre-investment fund for international energy projects. Roughly about the same percentage of time is dedicated to the qualification of energy project sites in international markets through energy audits and scouting missions. Two other significant services the office performs are 1) seeking project financing sources for small- and mid-sized companies (less than $100 million per project) and 2) organizing targeted, energy-related business development conferences in California and other countries. Charges vary for each service on a cost-sharing basis, but there are no fees for the seeking of project finance sources. The Commission's Energy Technology Export Program has six permanent staff members and two full-time interns. The Export Program is also boosted by approximately a half a million dollars in discretionary funds, per year.

The office of Export Development (OED) assists small and medium California enterprises to develop and expand their international sales. The California Export Finance Office (CEFO) helps provide working capital loan guarantees to qualified companies seeking short-term capital loans for specific export orders. CEFO guarantees cover pre-shipment, post-shipment or combination loans - up to 90% of bank loans up to $833.000.

Basic eligibility requirements include one year in business to demonstrate company performance and 51% California content of the total shipment. Larger loans, up to $1.6 million, can also be guaranteed by CEFO's EXIM authority or through a co-guarantee with SBA.

The Economic Development Office fosters economic development in San Jose and promotes international trade. The Office oversees many programs, including the city's international programs, which host nearly 100 foreign government and business delegations annually. The Office develops the City's trade missions and works to establish economic partnership agreements with cities throughout the world. The San Francisco Mayor's Office of International Trade and Commerce (MOITC), acts as the chief liaison with the international business community, coordinating international commercial activity for the city. It assists in organizing trade missions, import and export development, international investment, hosting inbound trade and buying missions, and fostering sister-city relationships throughout the world. MOITC works closely with other government organizations, such as the U.S. Department of Commerce, BayTrade, the San Francisco Chamber of Commerce and the Global Trade Council.
